In response to growing dissatifaction with public schools, the Texas Legislature began looking for alternatives. In 1995, Charter schools were born. Charter schools are public schools, not homeschools or Homeschool Co-ops. 503(c) Coporations, Universities or government entities such as school districts have contracted with the State to provide alternative modes of education, with reduced oversight by the State. Charters have certain freedoms such as reduced hours of daily instructions, reduced number of days of instruction and less structured curricula requirements. However, as they are still public schools, Charters are required to meet all State mandated requirements for graduation and all state required testing. |

There are four different types of Charters granted by the State:
Most Charters are Open Enrollement Charters.
Besides the "Mortar and BricK" charters, there are also Virtual Charters. Virtual Charters, also known as Virtual Schools, Cyber Schools or Cyber Charters, offer all of their classes via computer, either on line or via CD.
Houston Independent School District operates The HISD Virtual School.
